Why delivering count of queue is greater than 0 ?

Issue

When new messages arrive in queue, they're processed. So there seems to be enough consumers available to handle input. Alas currently "43" messages are in delivery. :list-messages CLI command does not list any message.
Why delivery-count of queue ain't going down to zero ?
