Satellite is not comparing system profiles to new package updates

Issue

• The RHN Satellite server has new errata packages and updates, but it doesn't compare the new packages against the system profiles. All the client systems report that they are up-to-date unless you manually force it to check through the webUI or by using rhn-profile-sync on the client system.

• The Satellite has been synced successfully but it does not show new relevant Erratas applicable to system.
