Why are Floating IPs field for Quota missing while creating new project ?

While creating new project , Quota section do not show 'Floating IPs' field on a OSP Installer deployed environment .
Dashboard / Horizon deployed by OSP Installer disables 'Floating IPs' field for Quotas while creating new project .
