Unable to Collect Infrastructure Provider data in CloudForms 3.1

Issue

• On new installation of CloudForms 3.1 we added the Infrastructure provider to connect to our VMware vCenter but "Refresh Relationships" is failing with the message:

• Made new provision request which created a VM but did not power it on and left request at "Validating New VM" state.
