How to insert rules in firewallD during kickstart (at the moment when firewallD is not running)?

Issue

During kickstart process, administrator wants to insert rules in firewallD (the moment it's not started). firewall-cmd client is unable to interact with FirewallD if it's not running and it gives message FirewallD is not running not running.
