Why on high volume of IPsec Host-to-Host connections created using Libreswan curl command tend to fail with "No buffer space available" messages in RHEL?

Issue

On host to host ipsec implementation over a shared Ethernet links running a continuous curl request on end host results in following error:

"curl: (7) Failed to connect to xx.xx.xx.xx: No buffer space available"

What would cause such messages to appears?
How can these message be avoided?

Environment

Red Hat Enterprise Linux (RHEL).
Libreswan + Strongswan Host-to-Host IPsec .
