list all packages that can be applied online without stoping and starting services or reboot

Issue

  • The article https://access.redhat.com/solutions/27943 discusses what rpms need to have the system rebooted before they take effect. Is it possible to know what rpms need to have a service restarted before taking effect? For example, when openssl errata is applied, some of the services will have to be restarted. Otherwise, the service will still be using the old libraries which could be vulnerable. This can be considered an offline change. Is there a way to list all packages that can be applied online without stopping and starting services or reboot. Is this possible and how?
