How can I login to a box as root even when memory is low?

Solution In Progress - Updated -

Issue

  • One user process could take so much memory that a login was not possible any more on the root console.
  • RHEL should employ a mechanism to set aside memory and/or processing power for a root login in the event of a runaway process.

Environment

  • Red Hat Enterprise Linux 6.4
