Unable to shutdown system or logout user in GDM forcing use of command line commands to be used to trigger reboot/shutdown

Issue

When trying to shut down a system or log out a user via the GNOME Desktop Manager the system hangs until it is accessed either via SSH or through a different TTY console and issued an init 0 or init 6 to shutdown or reboot.
