Issue

Laptop with hybrid graphics and secondary Radeon graphic card enabled doesn't come up on boot, screen stays black after X is loaded (One example of system affected is HP Probook 4530s with both Intel/Radeon graphic cards enabled).
Kernel log shows continuous hotplug events from acpi and loading/unloading of radeon driver.

Environment

Red Hat Enterprise Linux 7.1
System with hybrid graphics, with secondary graphic card using radeon driver (ATI graphics card)
ACPI hotplug driver enabled/inuse
