Tomcat application not available when scaled on Openshift

Issue

• Application not available when scaled using Tomcat cartridge.
• When deploying application as binary war using tomcat cartridge it is not available when scaled.
• Creating application from another application doesn't load the war.
• Create app from another app doesn't load my war
