Why host "Refresh capabilities" brings host out of maintenance in Red Hat Enterprise Virtualization 3.4?

Issue

Since adding the NIC requires a reboot, put the host into maintenance, reboot, then once the host's back click on refresh capabilities. At this point, RHEV is bringing the host out of maintenance. This strikes as being the wrong behaviour: Clicked on refresh capabilities so that one can make networking changes following the hardware change, during this networking change host should not be active. It should stay in maintenance until changes are saved.
