Issue

We need to have:

production support users granted with read-only access: read the content of the messages, see some queue stats like the current queue depth etc And should only see the queues they are entitled to i.e. not all the queues of a broker, but a specific subset
administrator users granted full administration/read/write permissions: create/delete queues, enqueue new messages, read messages etc
