Failed CUPS polling generates overflow of error messages 'CUPS-Get-Printers failed: Forbidden' in RHEL

Issue

cups-polld attempts to retry around 60 times a second when print browsing access is restricted from a CUPS server through CUPS BrowsePoll functionality
Using the latest cups package (cups-1.4.2-67), my cups log file is filled (150 lines per second) with the following error:

```
