Application is not deployed after server restart if we re-enable application from management console.

Issue

• If we disable application from management console '.war.undeployed' file is created which is fine but when we re-enable application this marker file is not converted to *.war.deployed'.If we reboot server instance *.war is not deployed because of '.undeployed' marker file.
