Openvswitch: large packets are getting dropped

Issue

TCP connections from external hosts hang due to dropped packets - appears to be an MTU issue (with incoming large packets being dropped) except that setting a low MTU (1200) on both ends of the connection doesn't fix the problem. Outbound large packets work fine. Connections from the network controller work fine.
