Not possible to disable auto negotiation on 1000 interface

Not able to disable auto negotiation on 1000BASE interface. Error message:
Cannot set new settings: Invalid argument - not setting speed, not setting duplex, not setting autoneg.

ethtool -s ethX speed 1000 autoneg offcommand does not work - Unable to set network speed to 1GBs
Environment
- Red Hat Enterprise Linux
- Ethernet interface supporting multiple speeds such as 1Gbps or 10Gbps
