Why installing new host from Red Hat Satellite 6 fails while using content filter?

Issue

When installing hosts from Red Hat Satellite 6 getting an error while it is installing packages.
The first error that pops up is:

A Fatal error occurred when installing the <rpm.hdr object at 0x7f8f40c4bd90> package. This could indicate errors when reading the installation media.  Installation cannot continue.
```
When click on Exit Installer the next screen shows that package installation was at 30%, it says packages complete are 50 of 295. Further down on this screen it shows the message:
```
/mnt/sysimage/var/lib/rpm: No such file or directory
```
