Failing over an IPv6 resource in rgmanager leads to the IP not being reachable for several minutes

Solution In Progress - Updated -

Issue

When trying to migrate an IPv6 address in rgmanager to another node, the IP remains unreachable for long time :

The ping6 output below shows that the IP remained unavailable for 52 requests (thus about 52 seconds):

64 bytes from 2620:52:0:221a:5054:ff:fe1c:35de: icmp_seq=2 ttl=64 time=0.184 ms
64 bytes from 2620:52:0:221a:5054:ff:fe1c:35de: icmp_seq=55 ttl=64 time=0.281 ms

However, the whole service failover takes less than 20 seconds. Why does the IP remain unavailable for such long time ?
