Why are we getting messages like “expire_proc: expire thread create” or “fork Resource temporarily unavailable”?

Issue

The user is seeing errors like “expire_proc: expire thread create” or “fork Resource temporarily unavailable”in log files or on user screens.
One of the reasons for error messages like those and others can be a symptom of running out of configured pid’s on the system.
It may be that the processes logging the error messages are not the ones causing the issue.
