Why starting qpid broker throws an exception during a journal recovery?

Issue

Our qpid cluster run into an situation, when we cannot start it after a clean shutdown because a journal recovery error (details in Diagnostic steps). How to prevent or resolve it?

Before the shutdown, the problematic queue got "Enqueue threshold exception". Can't it be relevant?
