Web connectors sometimes never start when using WAIT_FOR_BEFORE_START
Issue
- When we set
WAIT_FOR_BEFORE_START, sometimes we see the web connectors never start. We see messages that the connectors have initialized and that the server has started, but we don't see a messaged saying the connectors have started and JBoss won't accept any connections.

- JBoss Enterprise Application Platform (EAP) 6.x
