jar tool does not support creating symlinks when extracting like zip does

Issue

It appears the jar utility is not creating the symbolic links for these artifacts when extracting. When using the unzip utility on RHEL v6.2, the file is correctly unzipped and symbolic links are setup.

For the jar utility, I get the ASCII text for the symbolic links
For the unzip utility, I get the correct symbolic links
