After upgrading to CloudForms 3.1 can no longer provison a new VM

CFME worker version 5.3.0.15

I see this in evm.log on the web UI appliance:

[----] I, [2014-10-30T14:57:33.529708 #99232:7eba83c]  INFO -- : MIQ(MiqProvisionRequest.approve) Request: [Provision from [RHEL6.5-small] to [matt-cfme3.1]] has all approvals approved, proceeding with execution

I don't see any logs on the worker appliance related to the request.
