`No route to host` sometimes when SSH to docker container after RHEL 7 host reboots

Issue

After rebooting my RHEL 7 host I can't connect to a container running SSHD via SSH. However the container does respond to ping, from a console it can go outbound, but it won't respond to SSH from the host. I get "No route to host" errors.

If I change Docker to start after sshd is running, that works most of the time, but not always.
