pvresize fails with cannot resize to extents as later ones are allocated message.
Issue

We are trying to shrink an existing volume group and use that space to add new VG.
pvresize command throw below errors :
$ pvresize --setphysicalvolumesize 239.24G /dev/sda3
/dev/sda3: cannot resize to 1913 extents as later ones are allocated.
0 physical volume(s) resized / 1 physical volume(s) not resized
