Why is ACL file in qpid broker processed bottom-up?
Issue
The documentation says that ACL is read from top to bottom until the name match is obtained at which point processing stops. However debugging ACL decisions, we see rather bottom-up processing of an ACL file. Why?

- MGR Messaging 2.1 or lower (qpid 0.14-16 or lower)
