"rhn-satellite start" reports "Warning: Oracle DB instance rhnsat possibly left running when system went down (system crash?)"

Issue

When we try to start or restart the Red Hat Network Satellite instance using rhn-satellite start, the Satellite does start/restart successfully, but a warning is reported:
