Is it possible to recovery corrupted or removed 'rpmrc' file?

Issue

• Is it possible to recovery corrupted rpmrc file?
• Every rpm command is failing due a corrupted rpmrc file?
• Trying to install or upgrade packages using yum or rpm give the following error:

error: Unable to open /usr/lib/rpm/rpmrc for reading: No such file or directory.
