On RHEL 6.5 creating a EXT3 filesystem actually creates a EXT4 filesystem

Issue

When we try either:-

mke2fs -t ext3 ...

mkfs.ext3 ...

to create a EXT3 filesystem on v6.5 we get a EXT4 filesystem.
