Cannot access host through telnet after a reboot

Issue

• I had to restart the host for maintenance purpose and after that I cannot access the host through telnet
• I'm seeing the following message in the /var/log/messages file

xinetd[1971]: Number of per source instances is invalid: ULIMITED [file=/etc/xinetd.conf] [line=28]
xinetd[1971]: A fatal error was encountered while parsing the default section. xinetd will exit.
