ipmitool doesn't control power status with -L USER option
Issue
- Chassis power reset through ipmitool fails with 'Insufficient privilege level' when using the -L USER option .
- All commands work if customer uses ADMINISTRATOR level.
# ipmitool -v -L USER -H 172.16.8.102 -I lanplus -U test -P testtest power reset
Set Chassis Power Control to Reset failed: Insufficient privilege level
