Files in /etc/init are not marked as config (noreplace)
Issue
We want to modify (--noclear) for mingetty in /etc/init/tty.conf, but we can not find another place to add this other than this file.
If we use puppet to control this file, if initscripts package got upgraded later, this file would be overwritten by that, which is not ideal.
