Does current RHEL kernel support RFC 3042?

- Does RHEL support the RFC 3042, http://tools.ietf.org/html/rfc3042 ?
- If yes how to disable or enable it in RHEL6?
- Is the parameter global to OS? or belong to separate NIC?
