Socket cannot be closed after deleting IP Address after upgrading to RHEL6.5
Issue

The customers is using a load balancing application (third party) where VIP is moved among the nodes in it's cluster. The application is responsible for dis-associating the VIP from one node and assigning it to the other.

In the event, when the connection is shutdown, TCP should send out a FIN packet, which isn't happening in RHEL6.5 but was in previous versions of RHEL. Moreover, the issue is only seen with IPv4 connections; IPv6 and SCTP still send the FIN packet.
