During docker build or load, files are incorrectly being written to /

Issue

• When I try to create a docker image from a tar of a running fuse environment, the docker image occasionally places files from the tar in the root directory of the container instead of the fuse directory.
• On RHEL 7.4, when loading an image docker moves files from sub-folders to the root filesystem
• Docker image corruption after docker upgrade
