XEN fails to run VM due to failure to open new loopback device after upgrade to RHEL 5.11

Issue

Due to a regression in udev XEN might fail to start a VM after upgrade to RHEL 5.11. This appears as a failure to open new loopback device
because loopback devices are not correctly released back to pool of free loopback devices.

Red Hat Enterprise Linux (RHEL) - version 5.11
