Cannot create VM in user portal. Fails with error "Query execution failed due to insufficient permissions"

Issue

• I cannot create a VM with the proper permissions in the user portal. I have a new user with enough permissions but when I click Create VM it keeps spinning the mouse pointer and nothing happens.
• In the log /var/log/ovirt-engine/engine.log I see the following message:

2014-07-04 15:25:46,334 ERROR [org.ovirt.engine.core.bll.GetVmTemplatesByStoragePoolIdQuery] (ajp-/127.0.0.1:8702-10) Query execution failed due to insufficient permissions.

• I have one user with the following permission:

Data Center:
   PowerUserRole

• In the userportal I see the New VM button but when I click it I do not get to the next window and I see the error in the logfile.

- I have not found this anywhere in the documentation.
