Using multiple ldap providers for user information on RHEL5

Issue

We have a situation where a server needs to use two ldap servers for authentication during the course of a migration. We need a primary ldap server first and if the ID is not on that server we need the OS to fail over to the secondary. I know there can be two ldap servers in ldap.conf but I do not know how the failover process flows.
