ulimit doesn't take effect using ssh, unless su - to UID

Issue

Hi,

We encounter issue where when we set ulimit in limit.conf is not take effect by default when we ssh in. We will only get the ulimit we set, when we su - the same id again.

We are running ssh-tectia-server-6.1.9-95. Right now we are suspecting tectia-server didn't enable pam module therefore ulimit set in limit.conf is not take effect.

The limit affecting our app as we encounter error 'too many open files'
