yum localinstall throwing error

Solution Verified - Updated -

Issue

If servers are not connected to Internet they are updated by downloading rpms to development server and then copying to production and installing with yum localinstall but it fails:

yum localinstall *.rpm
Loaded plugins: product-id, security, subscription-manager
(111, 'Connection refused')

Examining firefox-24.6.0-1.el5_10.i386.rpm: firefox-24.6.0-1.el5_10.i386
Marking firefox-24.6.0-1.el5_10.i386.rpm as an update to firefox-24.5.0-1.el5_10.x86_64
Could not retrieve mirrorlist http://mirrors.fedoraproject.org/mirrorlist?repo=epel-5&arch=x86_64 error was
[Errno 4] IOError: <urlopen error (101, 'Network is unreachable')>
Error: Cannot retrieve repository metadata (repomd.xml) for repository: epel. Please verify its path and try again
