Why is repl-monitor.pl hanging while trying to connect with SSL?

Issue

The repl-monitor.pl script is hanging.
Below is the configuration file in use and an example run:

[root@rhds1 ~]# cat ./repltest.cfg
[connection]
rhds1:*:cn=Manager:Manager:
rhds2:*:cn=Manager:Manager:

[root@rhds1 ~]# repl-monitor -f ./repltest.cfg
