Unable to start cluster services

Log in to Your Red Hat Account

Configured two node Cluster.
Cluster services are disabled to start at boot time. However when manually try and start the services the none of the resources or services are visible
On primary node does not join the cluster service.
On secondary node we are able to start cman, but cannot see or start any of the services.
