- How to migrate 32-bit Amazon EC2 instance over to a larger 64-bit instance?
Resolution
Unfortunately, there is no tool that will allow such migrations. In order to switch from a 32-bit (small) instance to a 64-bit (large) instance, it is necessary to start over from scratch. A new 64-bit instance must be started, customized, and rebundled per the instructions at the following link:

Which instance types are 32-bit and which are 64-bit?
The Small Instance (m1.small) is 32-bit. The large (m1.large) and extra large (m1.xlarge) instances are 64-bit.

No. Use 64-bit AMIs on large (m1.large) and extra large (m1.xlarge) instances and 32-bit AMIs on small Instances (m1.small)
Can I build an AMI that works on both 32-bit and 64-bit instances?
