pcscd fails to start on boot

Issue

Following a System update the pcscd fails to start at boot-up with error haldaemon not ready.

Once the system has booted up the pcscd can be started manually.

Apr 10 11:56:16 pcscd: hotplug_libhal.c:490:HPRegisterForHotplugEvents() Could not initialise connection to hald.
Apr 10 11:56:16 pcscd: hotplug_libhal.c:491:HPRegisterForHotplugEvents() Normally this means the HAL daemon (hald) is not running or not ready.
Apr 10 11:56:16 pcscd: pcscdaemon.c:525:main() SVCServiceRunLoop returned
Apr 10 11:56:16 pcscd: pcscdaemon.c:531:at_exit() cleaning /var/run
Apr 10 11:56:16 pcscd: pcscdaemon.c:561:clean_temp_files() Cannot remove /var/run/pcscd.events: Permission denied
