Why logging into IPA web UI with normal user causes Internal Server Error while admin account logs in with no problem?

Issue

Logging into IPA web UI with non admin users cause an Internal Server Error message while the admin account logs in with no problem.
The non admin user entries cannot bind to the directory server.
