Network Policy objects fail to update while migrating storage in Openshift 3.

Issue

• The below error message is observed while upgrading the cluster from v3.7.9 to 3.7.23 during the task Upgrade all storage :

NetworkPolicy.networking.k8s.io "allow" is invalid: spec: Forbidden: updates to networkpolicy spec are forbidden
