RHV: After RHV-H upgrade, previously inactive HE deployment becomes active again.

Issue

  • Host was Reinstalled with Undeploy option, but after upgrade it started running Hosted-Engine again as it if was re-deployed.
  • Host is Hosted-Engine enabled but it was not meant to.
