Why can't I install the virt-manager or xen packages on Red Hat Enterprise Linux 5?

On a Red Hat Enterprise Linux 5 system with only the base channel it is not possible to install virt-manager or xen. If an attempt is made at installing these packages using yum output like this may be generated:
# yum install virt-manager
Loading "installonlyn" plugin
Loading "rhnplugin" plugin

Setting up repositories
