Sudo issue with option always_set_home

Issue

The option always_set_home in /etc/sudoers is not working in sudo-1.7.4p5-5 and sudo-1.7.4p5-7.

Red Hat Enterprise Linux (RHEL) 6.1 and later versions
package sudo in versions 1.7.4p5-5 and later (1.7.2p2-9 from RHEL6.0 shows old behaviour)
